		<description>Craig, I agree.  Well thought through, holistic communication plans should have a two way element to them and in this way your &#039;issue sensors&#039; should pick up, early, potential problems with your publics.

The less you do the less you tend to have your finger on the pulse of what matters to your internal and external publics.  The result is that you will receive forwarning of pending issues too late.

One of our roles as PR professionals should be to identify macro and micro issues impacting your or your client&#039;s sector. In order to do requires setting up the relevant scanning and trends analytics.  Done properly this becomes a sound advance warning system giving you time prepare adequately and hopefully hive off the issue at the pass.</description>

There&#039;s widespread agreement that effective crisis comms has an urgent internal component, but the idea of uncovering and potentially addressing threats prior to their realization has yet to reach far into employee communication. 

If the Grunig et.al. Excellence model is correct, symmetrical communication is very important to internal comms. Internal issues management would be an interesting alternative to the employee engagement canard that seems to take over internal communication. 

Issues from an external perspective need to be discussed with employees -- and that discussion should result in surfacing additional, potentially more dangerous issues with the internal constituency.
